Getting refund on completed transactions

Hi My wife has just sent money through Etsy to a seller in the Ukraine. The paypal receipt has a completely different email address which is to a large company. She has asked to get the money back but no reply , any advice on what we can do ?

Account users in the Ukraine can only 'send' and not 'receive' Paypal payments.
