From "Unauthorized Transaction" to "Item Not Described" *HELP*

I recently sold an item using Facebook Marketplace. To make a story short. Buyer file a claim as an "Unauthorized Transaction". After I submitted all documentation like Chat Session and Tracking info to PayPal, I got another email from PayPal and buyer change its claim to "Item Not Described" This means there is a charge back and I have to cough out $1000 to the buyer because that is not covered through Seller Protection as buyer file this through his bank institution and he also have my product as there is no response from him. Firstly I will NOT going to put back that $1000 onto my PayPal account as there is a negative on for now. What if my claim was deny through the buyer's bank and I am out of $1000. Currently my case is still under review as I have submitted all hard evidences and documentation to back up my proof. Also I found out this buyer have a criminal record from weapon charges to stolen property because his name matches both on the Court Conviction and also on PayPal Info.

 

So what other option I need to take here? I have tried to escalate this and tried to talk to PayPal supervisor but the representative are very reluctant to do so as my case is still "Under Review" 

If you have feed back that will be very appreciative.

If its a chargeback done directly via the buyers card issuer then paypal don't have a lot to do with it. The card issuer makes any decisions and all paypal can do is forward any information on your behalf.

If the card issuer finds in favour of their client then you have to refund + pay the card issuers processing fee.

'Sometimes' you may be covered by seller protection so you would have to read up on that and see if you are covered.

If you want to challenge it then you would have to take private legal advice.

If you refuse to pay then paypal will pass the 'debt' on to a collection agency to collect on their behalf and limit your paypal account for future use.

That is the thing. I read up on the Seller Protection what is covered and what is not covered. On my part I have submitted the tracking info which is covered on Seller Protection. BUT I also submitted additional proof on our chat session which I documented on a PDF and confirmed with the buyer several times if this item are described as the picture I shown to him and he agreed yes it is the item he wanted. Buyer also send me his picture of the product and it matches my picture. THAT'S when he found out that I have all the hard evidence and that's where he change the claim from Unauthorized transaction TO Item Not Describe. So this is where he manipulate PayPal Protection Plan and make it where the SELLER have no protection. 

 

Bottom line is I have all the proof and evidences and just waiting for PayPal to do a review. I am so frustrated at this moment.

Another thing is that it is a waste of my time to go outside of PayPal and resource on legal action like an attorney. I was also told by PayPal rep that I should not transfer money on my negative until this is resolve. So I am taking there advice and not transfer it yet as I don't want them to take it out as this case is still ongoing.
