Fraudulent Company

I ordered two lamps from a company overseas and they have never arrived. I paid quite a bit of money, in US dollars for them. Firstly I contacted the company, to no avail.  And then Paypal to ask where my goods were. Paypal reviewed both cases and confirmed that the items have been delivered, which of course they haven't. Around the same time of ordering I did receive two items from a company, however as the name and address were all written in Chinese I had no idea where they were from or where to send them back to, I can only assume its the same company form whom I ordered the lamps. They are cheap ( tape measure and some sort of nail clip/**bleep** driver implement). Neither of which I ever ordered or want. As I have now been informed by PayPal that the goods were delivered, I can only assume that the cheap goods sent were what PayPal considers a delivery. This is obviously a scam. So what recourse do I have. PayPal seems to accept the situation. Even though Ive been ripped off...Help!

You are only allowed 1 dispute per transaction so the only way you can get a second dispute opened is to contact Paypal (when and if you can) and see if they will open a second dispute for you.
They may decline citing policies but if you say what happened then they might open a second dispute for you.

If not then if you funded your paypal payment via a credit card then consider contacting your card issuer and see if they will help you with a chargeback?

Thanks for your response. Yes I've contacted my bank, looking into it. And yes proving most difficult to get hold of Paypal. Pretty shoddy customer service!
