Fraud

An unauthorized user logged in to my account and drained its assets.  When I called PayPal to try to report it after finally getting a real person on the phone i got cut off.  I tried filling a fraudulent report on their website but it won't let me even though it gives instructions on how to do it.  The only thing it would let me do is send a text but they won't answer it.  Why isn't their website more secure than this?  How do I get help?
