Fraud that uses PayPal rules to their advantage

FYI: I used my PayPal Credit card to purchase an E-bike for $99 from a company in China. After a lengthy time of being ignored by the sellers, I filed a complaint with PayPal. They contacted the seller, who then provided shipping documentation and tracking. I received an envelope with a very small plastic suction cup; the return address was in California. At that time PayPal provided return info as per their rules, to return the package to the factory in China. I told them it came from California. PayPal said the seller had the right to demand return to the factory. Shipping, insurance and tracking on the package was almost $90. Needless to say, the seller claimed it never got there. PayPal DENIED my claim. The sellers change their ad names daily and place multiple ads on facebook and other social media outlets, using actual manufacturers pictures to offer E-bikes for $99; actual retail on these bikes run $1800-$4700. The HOOK is they tell you it is a 'special PayPal offer' and you are totally protected by PayPal. NOT TRUE. PayPal is being played by their own rules in disputes. Ninety dollars to send a small suction cup? Did you put it in a big box?? For the return, did you track it and see if they really never got it? With insurance you can make a claim though that depends on the amount you claim and proof.
You thought you’d get a $1400-$4700 bike for $99. Did you really expect a product for about seven percent of the regular price at the cheapest price?

I fell for a similar scam for a watch. It was cute for $30 figured I had nothing to lose with PayPal "on my side". Didn't know the advertisement was stolen footage from a legitimate company's website for a $5000 watch. I think what got me was I had the idea that with PayPal on my side I had nothing to lose. Well I was wrong.

The offer was purported as a 'special' deal with PayPal and limited purchase to one item per customer. I returned it in an envelope. International postage was $37; tracking to the USA border was $20; International tracking to china was another $42. Even tho, tracking only confirmed it left the USA. I checked out the address in China via Google earth. It was an empty lot. Yeah I am now totally down with Caveat Emptor!
