Fraud committed by ZestAds Limited and aided and abetted by PayPal

On Sunday evening I received an email with an order confirmation from a company I had never heard of, for a product I would never buy, at a price I would never spend (way above my wealth level) in a currency I would not use (I boycott that country for ethical reasons), which had allegedly been placed at 3pm that afternoon (while I was in front of my one electronic device, typing a word document and certainly not shopping online).
When checking on Paypal, I found the transaction and looked up the seller - this automatically takes me to a website called "resolutionsupports.com" - clearly in an effort to mollify disgruntled victims.
I sent enquiries there, but have not had any responses. I also separately emailed the address listed on Paypal and got a reply after 2 days and sending a second email to remind them. The reply was stating that the order was already processed and could not be refunded.
In the meantime I had raised a claim with Paypal for an unauthorised transaction, which was closed by Paypal stating that they deemed that it was "not unauthorised". Apart from the appalling abuse of the English language in the double negative, this is simply a lie and this transaction was clearly not authorised. This was fraudulent and theft.
I am seeking help from the police, but of course they have other things to deal with as well.
This is an amount of money I cannot afford to lose as I have a spouse and two children to feed with our income more than halved due to coronavirus.
What further recourse can I take with Paypal? I cannot raise another claim (as it just refers me to the one that was closed) and the call centre is closed due to coronavirus and it does not appear to be possible to email Paypal.
What on earth has happened to Paypal? It used to be a reputable and trustworthy company.....it certainly isn't that anymore!

Report Zestads to the FTC, the FBI, and your state attorney general like I did.  Otherwise, they will continue to profit from fraud.  Here's the info that I found on them.
