Filing multiple claims for a scam seller

A scam seller created a transaction with me where they both took more money than authorized and also did not deliver the item. The seller has proceeded to not respond to communications. After purchase I realized the seller's website was created in the last month which is another sign of a scam seller.
I first filed a request for the incorrect money amount. PayPal automatically closed this request.
How can I now file a case on the item that was never delivered? The UI does not give me this option.
