Filing a Better Business Complaint against Paypal

Has anyone filed a complaint against Paypal with the BBB with regards to closing disputes and not letting you appeal there decision against a dispute.

I'm about to file a complaint against PayPal because they ask me to send documents about my identity and proof of address and bank account explain transactions and I complied then they locked my account and said I may no longer use their services. I have $600 in that account and I cannot access it now. I've tried calling on the phone and there's nobody to speak with. There's no way to resolve these issues and I don't see how they are allowed to just walk up my money so I can't get access to it moment. It says that I used the account in ways that do not comply with the user agreement but that is not true. I have done nothing wrong or illegal. I used my phone to help a few people get there stimulus checks and they locked up their accounts too so the money never went into their account and now they're all mad at me thinking I did something wrong. now I have to file for each check to be traced and find another way to get them their money so now the IRS has to work extra hard too to redo all these checks which was the everyone else back for their return and the next wave of checks if they're coming. I don't see how they can just make that decision for no reason not done nothing wrong here and Now I can't access my money for up to 180 days and I have no one I can speak with try to resolve this matter.

I have a very similar issue. 

 

I had two PayPal accounts that ended up with negative balances some years back.  I created a new account with a different e-mail later, and it was OK for a while, but recently my newest account was limited, with 2,000 in it.   I paid the negative balances, and PayPal collections confirms that they are at zero balance.   But, then I got a message saying my account violated the Use Policy and I could not use paypal services.   This is a different Business Debit account that was used for my Ebay....but the other one stays open and limited with 2grand in it.

I'm beyond frustrated at this point.   I don't care if I have to close all of my accounts and never use PayPal again so long as they release my funds.   If that's what it takes, then that's what it takes.   They should not tell me that I need to pay the negative balances to release my funds, and then when I do pay them, they don't unlock the limited account.   I've paid what I owe.
