Filed Dispute Under Wrong Category, How do I Make PayPal reopen case?

I purchased wigs from Kami Wigs on March 24, 2020 .  I did not know company was in China and it has a HORRIBLE reputation on Better Business Bureau and other sites on the internet.  Their refund policy was awful (only 20% or 40% of purchase price) for shoddy merchandise that did not match descriptions or pictures.  I sent 2 e-mails to PayPal to make a claim, but unfortunately I made them under "billing" instead of "did not match description.  PayPal has closed my case in favor of merchant.  I wrote to an executive in the company and got no response.   How do I get PayPal to reopen case and refund my purchase amount?

You are only allowed 1 dispute per transaction so the only way you can get a second dispute opened is to contact Paypal (when and if you can) and see if they will open a second dispute for you.
They may decline citing policies but if you say you made a mistake then they might open a second dispute for you.

If not then if you funded your paypal payment via a credit card then consider contacting your card issuer and see if they will help you with a chargeback?

Thanks for the reply,  How do I contact PayPal since  they are stating up front that customer service reps are limited because of the virus?  I have even tried e-mailing an executive for PayPal and was ignored.  I am looking at other threds and seeing that apparently there are other users who have similar issues with Chinese companies who offer fake or subpar merchandise.
