Fake delivery informations and closed claim

I bought soMething on Facebook and payed through paypal .the seller sent a receipt without shipment informations tried to contact him never responded, opened a claim in paypal Saying I didn’t receive my order and the seller didn’t send any shipment information ,the seller sent paypal a fake shipment tracking number and instantly they close the claim but I contacted ups and they told me this package is not in ur name And what u have is a fake tracking number .Tried to open another claim but they wouldn’t allow me ,now when is the buyers protection policy ,how can I feel safe to pay through PayPal again if they take the seller side and can’t protect me from scam sellers and give me my money back ,what shall I do now ??where can I go to find help in this .
