Facebook ad scam

I bought a remote control fighter jet with remote control from an overseas company ,swooply . They sent me a styrofoam 4 pieces toy plane!! I disputed this to PayPal and I got denied!!! What the heck??!!!! This is obviously a scam from black Friday ads on Facebook!! And I thought I was protected by PayPal??? I want my money back!!

i paid USD 49 for a digital display, I received a cheap plastic magnifying glass.

Now i have to send it back with my own expense and there is no penalty for the seller. 

To get my USD49 I have to spend USD 15 for shipping.

Does this mean buyers are protected ?
