Extremely poor service from PayPal

I have had an issue receiving my refund from an order in May . I ordered a 7ft bar and kettlebell. Bar was damaged and the kettlebell never arrived. Informed PayPal, who took months to reply. Contacted the seller who agreed the kettlebell went missing and offered a discount off the bar. Informed PayPal. Their response is to return the items. Explained it’s a 7ft bar weighing 20kg. Cost over £100 to return. Not paying that, plus seller has agreed a discount on it. I’m keeping the bar. Sent them the evidence of this from the seller. Also stated the kettlebell never came, so I can’t return it. PayPal take weeks to think about this. There answer - items have to be returned for a refund. Do I really have to take this to court to get sorted?
