Does PayPal lost it and don't have anymore legitimation to exists ?

I'm opened dispute 2 month ago and then I escalated it ,
But dispute is not resolved, and PayPal constantly move resolution date for next 2 weeks.
I sent them emails, got their promises to respond within 24 hours, but nothing.
I think finance service with such response time, don't have any rights to exist.
I lost any hope to get any answer from PayPal. Very sad, once they were good service, but now it's a black hole.
They can only charge, nothing else.
Is there any way that I can get someone from PayPal to talk ?
