Disputing a Payment from over 2 years ago?

A few years ago I ordered a custom item from someone that can often take up to a year to complete and deliver. They were taking a pretty long time but I was patient, until recently they have cut all contact with me and I don't believe they ever plan on delivering my item. But since it was so long ago the transaction is no longer on my activity page, so I'm unsure how to open a dispute about it.
Does anyone know how to open a dispute on transactions over 2 years old/no longer on the recent activity tab?

You have only 180 days ie 6 months to open a Paypal dispute.
After that its up to you to take your own private legal action against the seller if that is an option in your country.
Advice is voluntary.
