Dispute declined but address not verified and can’t get help

Can someone help please, I ordered a product from vender, never received it. I contacted vender did not get a response. So I put a dispute in and PayPal declined stating that vender provided proof delivered to mail box in my city. I contacted post office they confirmed it was not delivered to my address but was delivered to someone else and that persons address was shipping address on that delivery. So PayPal did not confirm it was shipped to my physical address but closed dispute. Several days after dispute was closed this vender send email to me that item has shipped, I check the tracking number and it does not exist. I used PayPal for years, I am can’t get anywhere with them chat does not help, email does not help. Cannot reopen dispute even though PayPal made mistakes, any ideas??

You'll need to contact customer service to speak with a dispute specialist regarding the discrepancy of the shipping addresses and submit official documentation from the USPS saying that the item was sent to a nearby address, and not your address. You may want to file a mail fraud report with USPS and a police report and a ic3.gov report to submit to PayPal and report seller protection abuse.

This vender ended up shipping my order as noted in first message and I did finally receive it yesterday. Still don’t understand PayPal excepting proof of shipping to city without physical address, as post office confirmed it was shipped to a different address but was address on package, so it was actually someone else’s order that was accepted as proof of my order, vender shipped this after they seen they had not shipped it after all.
