Paypal cannot take funds from your bank account without you authorising them to do so when you pay or add funds to your paypal balance yourself.
If you have a negative balance then you need to contact customer services and pay over the phone with a card OR get a family member or mate to send you the funds as a payment and then you reimburse them.
