Decided in favor of buyer breaking user agreement?

Hi, I´ve already written to PayPal but I felt the need to ask the community as well. So I am a streamer. Someone donated over the course of 2 donates. However, decided a month or more after that he needed the money back due to a dentist bill. He wrote that to me. When he issued a refund he wrote "Item not received" However there was no item. It was a false claim. If you look through the user agreements it says " Provide false, inaccurate or misleading information;". Which he did. How come ONE of the refunds was decided in his favor when the other one was decided in mine? He also broke user agreement. It makes no sense.
