After PayPal sells your account to a collections agency, are they able to restore access to the account after the debt is paid off? I have asked this multiple times to the India-based team and gotten that it's permanently locked and cannot ever be used again. Which makes no sense as why would they do that? I'm not going to make a whole new smurf email to use their service. Especially when they lock your only card to that account so it can't be used elsewhere on PayPal.

Permanent = permanent, you are banned from using paypal unfortunately.
If you tried to open another account then that one would be banned as well.
Advice is voluntary.
