Can I Open A PayPal Uk Business Account if my Personal Account Was Permanently Limited?

Hey, 

I've had my PayPal account permanently limited years ago because I was unable to provide information about my business as an ex-eBay seller.
So please, my question is: Will I be able to open a new Uk BUSINESS Paypal account even if my legal name was kind of blacklisted in the past due to my permanently limited account. In other words, will a Uk Biz Paypal Account (with my LTD company's name) help with this matter even if I'll submit documents with my name in the process?
