Byer's protection is a scam?

I recently purchased an item which I never received. I raised a dispute with resolution centre. I received no refund and the case was closed without any explanation. Does this mean that PayPal is scamming it's customers?

Did you escalate the dispute to a claim/

The dispute was open through resolution centre as "Item not received". The only comment I received from PayPal is "Case closed. Decided in the seller's favour". There is no option anymore to escalate / dispute again, neither ability to contact support.

It would only have closed then if.............

 

1. The seller provided trackable proof of delivery OR

2. You didn't escalate and it timed out.

The item was meant to be sent to my parcel locker, there would be a notification from Aus Post if the parcel had arrived. Also, it's not possible to get a proof of delivery unless I would have collected the parcel. And yes, I did escalate the issue in time, but it took PayPal one month to respond, only by closing the case not in my favour.
