Business in Estonia (e-residency program) but living in Malta : how to make it work ?

Hi,

I'm a bit stuck : I'm running a business thanks to e-residency program in Estonia.

I then opened a Paypal account, related to that business, with my Estonian legal address.

But I'm living elsewhere in Europe at the time. I'm in Malta.

Paypal asked me a proof of personal residence, I gave it to them, and then my account was closed.

How should I do to comply with their rule ?

Am I the only one on this planet to live and work in different places ? Is this that unusual ? 

Since my Paypal account is a BUSINESS account, I thought I should relate it to the place I run my BUSINESS, right ? Not my personal place of living (which I change quite often)

Can someone help ?

Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
