Bought train tickets to go to event which has just been cancelled

We bought tickets to go to an event in Central London in July. The event was for the 26th October 2020.  As we had planned to go away we also purchased train tickets from where we are hoping to stay to the location in London. Yesterday we were advised that at London as gone into Tier 2 the event has been cancelled and not rescheduled. We have received a partial refund for this and are appealing for a complete refund.

We have also approached Trainline as we purchased the train tickets from them. We have explained that the event has been cancelled because of a partial lockdown in London but they have advised that we need to purchase new tickets then apply apply for a refund and they will deduct £10.00 per person admin fee leaving us with a small amount of refund . Their COVID policies ceased on 7th September 2020 and now only standard TandCs apply.

We purchased the tickets through PayPal. Is it worth opening a dispute for a full refund?

Any advice would be greatly appreciated.
