Bought a play store card from PayPal Gifts and now I can’t redeem it, no refund

Hi all,
I have bought a Google PlayStore Gift Card for my nephews account in Bulgaria. I bought it, using my US Google account for his account.
PayPal Gifts, promptly collect my payment and sent the gift card code to his account.
When my nephew tried to redeem the card, he got a message - wrong country, although it was bought for his account and I had to wait the PayPal Gifts to process my purchase. No warning or errors were generated during this process.
Then I try to redeem the gift card with my Google account (the one that actually purchased the gift) - nada. It says wrong account.
sparing the embarrassment with my family, I opened a case with PayPal Gifts (the merchant) for a refund, since the code is unusable.
PayPal gift reps is giving me run around, and after several messages, showed me a link, that the gift card can me redeem only with account with payment method In USA. Needless to say, when I bought the card, I did not get any warning or error message, since the account I bought it is not in USA.
Now I am stuck with useless code and PayPal is no help at all, although I am a client pretty much since the inception of PayPal - more the 20 years
Any ideas?
