Being Scammed by companies selling clothing on InstaGram

I purchased three separate orders from companies that popped up on my Instagram feed — the latest was for two tie-dyed sweatsuits = 79.78 I finally received a tracking # for the order - however what they sent was a cheap - odd belt/bustier item that I never ordered or would order —- and it is a size XL - I am a small. I have tried contacting the vendor/seller many times — no response —- I have contacted Paypal repeatedly and what a joke —- I filed a dispute and PayPal upheld the charge as the seller provided their bogus tracking #. I now have my CREDIT CARD company involved - CapitolOne and they advised me that this is a NONE SCAM and that Paypal is taking no action toward the seller. I will get my 79.78 refunded... and Paypal will be stuck with it ——. Is there a channel to get in contact directly with Paypal? This seller should be removed from the Paypal platform...
