Bank account charged twice.

I was charged twice for the same item & different amounts. My bank statement shows the Chinese company that provided the item and then a 2nd charge labeled PayPal, which is the charge I agreed to. This 2nd charge does not show up in my PayPal account. Filing a complaint resolution with PayPal is not getting anywhere. Is there a phone number that I can actually talk with a supervisor at PayPal? I sent PayPal a copy of the charges on my bank statement but I feel like I am talking with robots with no understanding of what I am saying. This has been very frustrating... I am ready to leave PayPal & never deal with them again.
