Assorted problems with Paypal business debit cards beginning June 2021. Anyone else?

Beginning in June 2021 we started to experience issues with Paypal Business Debit cards.
It started with three unauthorized transactions.  Two were immediately caught and cancelled by the vendor.  We were unable to open a case about the third charge through the dashboard so contacted Paypal and they opened the case.  The card with the unauth charges was cancelled and Paypal sent another card.   However,  they still allowed the charge (a significant amount) to be charged to our bank.    When I complained they suddenly determined it was an unauthorized charge and reversed the charge.

We used a card from another business paypal account.  Two out of ten charges to that card were declined. There was no reason for the declines. Paypal Debit card "support" first claimed the charges had not been declined but were "pending" even though the vendors were not accepting the card and the charges did not appear as "pending" in papal activity.  They insisted  "contact your financial institution" - which makes zero sense because Paypal authorizes the charge - not our funding source.   I contacted our bank and, as expected,  they found no record of the charge.  The bank checked with ACH and they found no record of the charge. ACH suggested to our bank that paypal was submitting incomplete or erroneous information.    I have been unable to reach anyone at Paypal who can help.  
We've used Paypal for decades and there were very few issues but when they occurred support seemed to understand what business they are in and how it works and knew how to resolve it.   These recent experiences took hours to address.  We're not sure if we will use Paypal debit cards again but are curious if anyone else is experiencing similar issues???
