Am I being scammed? What should I do? Can PayPal help me?

I was interested in a necklace I saw on Ali express so yesterday I placed the order and paid for it through PayPal.
I later received a notification that my item had been shipped.

Today I just wanted to look at the item again and I saw that the listing is 'no longer available'.
When I clicked into the store, all of their other items have disappeared - it's essentially an 'empty' store.

When I went to track my order - since I had received a notification that it had been shipped yesterday - it says 'Sorry, there is no updated logistics information.', hmm seems weird?

There was a tracking code on the side and when I typed that into a parcel tracking website it says 'This number can't be found at this moment. It's not available in the carrier's system yet. Please check back later.'

Have I been scammed?
I messaged the seller but ive yet to hear back from them. I really hope I haven't been :((

Can PayPal help me with this if I have been scammed??

I ordered and paid for three of those mini chainsaws for hubby and sons for Father's Day gifts. One time not thru PayPal. I received three pairs of gardening gloves no saws. So I ordered them and paid for 3 more. I got a thank you email from PayPal. Nothing from the seller as a receipt. Yesterday I got these three things in the mail that I did not order from anyone and had no idea what they were. Found out from a neighbor what they are. They are saws..they are a length of stainless steel thin wire like things about 12 inches long with pivots on each end with a round piece attached. They are to cut plastic pipe manually. I had emailed PayPal about their sending me a thank you notice. So was going to contact them about this scam seller. The email has disappeared..also my account shows no activity since December when PayPal placed a limitation on my account because somehow my account is now listed as a business account and they want a resent copy of my bank account statement which I refuse to send them. This is the second time a sale has posted thru PayPal which I do not have the ability to use while it is limited. The company last used was Handiy. Do not buy from them they are scammers and PayPal can not be trusted to protect you from them!

How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item OR service
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website (or you receive a totally different product).

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. Paypal will review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

Do not close the dispute until you have a refund or your item.
If a seller states that they can't refund until you have closed the dispute don't believe them.
Escalate the dispute to a claim within 20 days (before it times out), if you need Paypal to get involved.

If you lose because the seller provides a fake tracking number then post back here for more advice.
If the item arrives and its not what you ordered / not as described then make sure you change the dispute quickly from non receipt. If the dispute times out before you can change it then contact customer services to open a second dispute for the new reason.

If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will issue a chargeback.
