Age requirement for individual accounts

Age 18 is the legal limit, but what if you used it somehow when you were under the age limit? My cousin is having an issue with PayPal right now and I don't know if it's because of his age but it worked fine before.

Paypal does not allow account holders under the age of 18.
PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will be subject at some point for verification i.d.
If your cousin was unable to verify they were over 18 when they opened the account it would be locked for further use.
Minors can’t enter legal contracts so they would have no recourse to get any money back if any in their paypal balance.
Advice is voluntary.
