Account limited - info provided weeks ago

Account has now moved to the next level of limitations - can't receive or take funds. I was notified about new requirements to "Confirm your information" a couple of months ago, and complied with all requesting information. All items have the green tick on the left, and a Thank You message says Paypal will get back to me in 2-3 business days.

That was weeks ago.

Now Paypal have completed blocked the account, no funds in or out. I am going round and round and round in circles. Cannot contact Paypal, their message bot options go nowhere. Resolution Centre also useless. No contact details for Paypal Australia whatsoever (email, phone). 

How am I supposed to resolve this or get Paypal to look into the hiccup?
