Account has been limited, submitted all the proofs and details still not resolved

Hello there, I created a PayPal account urgently to make some transactions internationally and then removed the debit card and then deleted the account as well because I felt I don't need it any more but now I realized that I need it permanently and tried to create an account using my primary details and this time when I tried to link the debit card it says I cannot as it's already linked to another account. But how it can be? The earlier account is already deleted and I made sure that I removed the debit card before deleting the account and then PayPal says that my account access is now limited until I submit the valid IDs, which I did but there is no response. I want to make a few more international transactions and I'm the legit person and the real holder of the debit card, I've got all the details that I can verify at anytime. Please help me I seriously need some help now.
