2 Billing Cycles to correct an unauthorized dispute opened by an employee at PayPal Credit?

PayPal Credit opened a dispute with a paid vendor on their own. The best they can determine is that it was mixed up internally with a dispute 2 weeks prior, that was successfully closed. This legitimate merchant invoiced me so I could use PP Credit, I paid the invoice, then out of the blue on a Sunday evening, we both received an email stating that I, the buyer of services had filed a dispute for non-delivery. This is absolutely false, never did and they can't determine why it was opened by an employee. They've corrected the mistake and released the funds to the merchant. However, they haven't yet removed the dispute from our two accounts. He has access to the funds in his PP Balance. He even tried to refund them back to me as I offered to send him a alternate payment. Because this dispute is still showing open, he can't initiate a refund. I had to pay him that alternate payment waiting on PP Credit to release the funds. My last call that I made to a PP Credit manager was very disappointing as she showed zero interest in my case and after enduring a 50 min wait on hold, I was disconnected. What is going on there. Why in the world should my vendor and I be put in such a position and to have to wait for two billing cycles to get this review completed?
