180 days completed still payment not transfered by paypal hold.

Its more than 180 days i dint received my hold payment i try to contact them but none of there number coming in internet is working i tried to chat with them while visiting there website line(https://www.paypal.com/in/smarthelp/contact-us) but always (

All our agents are currently offline. Please try again during business hours.) i tried whole day but it always says agent are offline.Than i visited message center they always says 7 days policy not talking about 180 days. one side it says no transaction in 180 days that means 180 days completed and still hold.Capture.PNG
