Haven't received $10 from Paypal for ordering from Tigerdirect.com

There was a promotion on Tigerdirect.com offering $10.00 cash back on purchases of $100.00+ with Paypal.  I went ahead and placed an order of over 100$ thinking that I would get the 10$ credit.  The promotion ended on Sept 27 and they said the credit should be deposited into my Paypal account within 6-8 weeks after promotion ends.  However, it's been more than 2 months and I still haven't received any credits from Paypal yet. I've contacted Tigerdirect.com and they advised me to contact Paypal directly.  Anyone having the same problem?

I recently ordered something from eBay and when I went to pay by PayPal, there was a message that said if I used the Bill-me-later, I would receive $10.00 off that item.  Now I get ane-mail telling me my Bill-me-later statement is due and there was no money taken off the sale price.  What is the deal here?
