I am a British national living between the UK and Russia. I have a UK paypal account all is fine there. My wife also has a Russian Paypal account. Can I transfer money to her Russian account ? and can she withdraw that money from a Russian bank? Does she need to link her Russian bank to her Paypal account to do this? She has tried several time but it seems Paypal never sends or debits the amounts from her bank to verify her bank?

I am sorry to hear about this experience. If your wife has a Russian PayPal account, unfortunately this does not offer the option to withdraw funds to a local bank account.
