Transfer Money from Germany to Russia

Hello good people.

I (live in germany) want to transfer money to my sister (lives in russia). Until now I always used Western Union and the fees can get sometimes pretty hight. I'm aware that I have to pay an exchange rate from € to Rubel with PayPal too.  I was thinking of PayPal as an alternative. The idea was, that I transfer the money to her PayPal account and she transfers it to her bank account.

However I have read somewhere, that the russian government is not allowing this kind of transactions. Is it true?
