PayPal asking for my full card number details via the phone

I was having issues logging into my PayPal account today even after doing a password reset. When I phoned PayPal's customer service to discuss I was told it was because of added security due to using an unrecognized device. I was asked to provide my credit card number in full in order for the security lock to be released (as means of verifying my identity). I reluctantly gave out my full card number as I had called PayPal (had I received a call from someone purporting to be from PayPal I wouldn't have) but I still felt nervous doing it as how do I know I can trust the staff member not to note down the number I provided and use it? Why in these instances are customers asked to provide their full credit card number? Why isn't the last 4 digits sufficient?

No idea, you would have to actually ask customer services that one.
