Pay after delivery not working?

I used to use PAD when ordering from fatface. They revamped there website a month ago and now PAD is not an option. It is not my account with PayPal that has changed because I used PAD on another online shopping site yesterday. PAD must have something to do with the retailer and not just me as a PayPal user. Everything I have read suggests PayPal only ‘offer PAD to certain customers’ but this makes no sense given it works with some retailers and not others. Can I have an explanation please?

PAD is offered by paypal and not merchants, merchants don't even know you are using it as no seller would send an item before being paid first.

 

What happens is paypal credit the seller the same as always but instead of taking your funds from your funding source quite quickly to reimburse themselves they allow you 14 days instead before they take it.

 

As this is a busy time of year and paypal is basically giving you a 14 day interest free 'loan' they sometimes don't offer it if a lot of folks are using it at the same time.

 

Its not always offered and you can only use it when it is.

I have read this several times on other posts and whilst in theory is sound, in practice it can’t be correct. I have been using PAD consistently on the same website for over 18 months (or whenever PP introduced PAD). I do a LOT of online shopping. In the last 2 weeks I have used PAD on other retailers sites without a problem. In the last month I have purchased items from a website which I used PAD for frequent however, a month ago this retailer took down their website and revamped it. When it was back up and running I made a purchase and PAD is now no longer an option. Still isn’t an option because I keep checking. Seems odd (coincidental) that PAD is not available after the new site was up and running. Surely pups do vet retailers because the idea behind PAD is that you are buying from a trusted site which will adhere to contract cancellation rights. When PAD was introduced to my by PP through an email it did not mention an internet free loan (which I understand it is) but concentrated on the fact that you are able to purchase goods and inspect them within the 14 day contract cancellation period before paying for the items.

Even if your item has not arrived the funds will still leave your bank account on day 14 if you have not opened a dispute for non receipt of item etc.

 

Its an automatic process and when they take the funds on day 14 they have no idea if you have received the item or not, it gives you no more buyer protection than paying the normal way but some folks like it for cash flow purposes.

 

I much prefer funding my paypal payments with a credit card as that does give you a second layer of protection.

 

As for my advice being not correct, firstly i have been on here for nearly 10 years and if you click on my user name you can see how many thousands of kudos/solutions i have. I have that because if i don't know the answer i don't post it.

Where You and the item purchased are eligible for PAD, which shall be determined at PayPal's sole discretion, you may choose the PAD payment option at the time of purchase. Although PayPal will not impose a fee for your use of PAD, it is possible a third party, such as the financial institution holding the primary bank account, may impose a fee in connection with the payment or purchase, in addition to the amount of the transaction.

 

I have also seen the same advice verified by the paypal moderators who work for paypal and confirm the contract is between you and paypal and not you and the merchants.

 

However i can only give advice, if you neither believe it or accept it then that is absolutely your right.

Thanks for the further reply. I think you have misunderstand my meaning. I do know the funds leave regardless of you receiving the item. The original email I had introducing this feature was, in theory, so you could receive the item within the 14 contract cancellation rights and inspect the item. I agree it adds absolutely no protection what so ever - just a ‘nice to have’. I also understand that my contract is with PayPal when purchasing with this option. However, what I find strange is that I can no longer use PAD for this specific retailer since they launched a new website. To put some contact to my confusion, in October 2017 I made 11 purchases from this retailer and ALL were PAD. This is pretty much a consistent pattern since PP introduced PAD. What I am suggesting is that PayPal are now not seeing this retailer as ‘eligible items’ as noted in point 9 & 10 of the T&C’s. I meet the criteria as a customer (evidenced by my PAD purchase yesterday). I suspect that something has changed with this specific retailer which, PayPal has now reviewed as possibly not eligible items under section 15 of the T&Cs. What is frustrating is not knowing what ‘eligible items’ truly are and why this retailer may possibly not qualify. I was not stating you are not correct but that the process by which you refer to can not be correct - apologies for this. I work in Hugh level finance and understand the nuances of such contracts offered by PayPal - I just find it frustrating that this retailer seems to no longer be eligible.

I have at least 5 different vendors that I do business with at least once or twice a month.  Was always able to use PAD but a few months ago it stopped being an option.  And none of them made any changes to their websites or their practices or policies. It's Paypal that is blocking PAD from being available.  They claim their security system thinks the transactions are risky so they don't make PAD an option but when you ask why the transaction were flagged that way when you've made them many times before, their response is "Oh, we can't tell you why."

I know PAD is offered by sellers and not the merchants, i said that in my first reply.

And i guess as they are offering you a small interest free 'loan' they offer it when cash flow allows.

They are stopping it in the U.S so it may stop over here as well as what happens in the U.S often follows in the UK.
