PAD is offered by paypal and not merchants, merchants don't even know you are using it as no seller would send an item before being paid first.
What happens is paypal credit the seller the same as always but instead of taking your funds from your funding source quite quickly to reimburse themselves they allow you 14 days instead before they take it.
As this is a busy time of year and paypal is basically giving you a 14 day interest free 'loan' they sometimes don't offer it if a lot of folks are using it at the same time.
Its not always offered and you can only use it when it is.

Even if your item has not arrived the funds will still leave your bank account on day 14 if you have not opened a dispute for non receipt of item etc.
Its an automatic process and when they take the funds on day 14 they have no idea if you have received the item or not, it gives you no more buyer protection than paying the normal way but some folks like it for cash flow purposes.
I much prefer funding my paypal payments with a credit card as that does give you a second layer of protection.
As for my advice being not correct, firstly i have been on here for nearly 10 years and if you click on my user name you can see how many thousands of kudos/solutions i have. I have that because if i don't know the answer i don't post it.

Where You and the item purchased are eligible for PAD, which shall be determined at PayPal's sole discretion, you may choose the PAD payment option at the time of purchase. Although PayPal will not impose a fee for your use of PAD, it is possible a third party, such as the financial institution holding the primary bank account, may impose a fee in connection with the payment or purchase, in addition to the amount of the transaction.
I have also seen the same advice verified by the paypal moderators who work for paypal and confirm the contract is between you and paypal and not you and the merchants.
However i can only give advice, if you neither believe it or accept it then that is absolutely your right.

I have at least 5 different vendors that I do business with at least once or twice a month. Was always able to use PAD but a few months ago it stopped being an option. And none of them made any changes to their websites or their practices or policies. It's Paypal that is blocking PAD from being available. They claim their security system thinks the transactions are risky so they don't make PAD an option but when you ask why the transaction were flagged that way when you've made them many times before, their response is "Oh, we can't tell you why."

I know PAD is offered by sellers and not the merchants, i said that in my first reply.
And i guess as they are offering you a small interest free 'loan' they offer it when cash flow allows.
They are stopping it in the U.S so it may stop over here as well as what happens in the U.S often follows in the UK.
