I was wondering is their a way to disable instant transfer of money from my bank if i dont have enough or no money in my paypal account?

Yes, you don't buy stuff if you don't have enough in your bank account to pay for it.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
