ITEM NOT RECIEVED! delivered elsewhere! paypal wont help! PLEASE HELP!!

I recently purchased something from a seller through paypal, it was supposed to be delivered 6 days ago and it hadn't when i checked the tracking it said delivered to a whole different address and zip code. I asked my seller but he didn't respond. So i started a case. i thought id call paypal and they're give me my refund so i can purchase from another seller but when i called they told me to go to usps and ask them if they could get the package from the place and give it to you. I thought to myself, how is this my responsiablity?... i paid for my item to be shipped to my address which is paypal verified so when i made payment it gave seller the address. but i still went the post office then told me that they cannot go ask the person who it was delivered to because tracking shows it was delivered to the right address so i called paypal again and lady told me because the item was delivered in a 5 mile radius, they cannot give me a refund... how is that possible? tracking shows delivered elsewhere and say they can't give me a refund because it is 4.9 miles away from me? HOW IS THAT MY RESPONSIABLITY??? seller must've gotten zip codes messed up but i don't understand tracking is a neeccsity and it shows delivered elsewhere but i can't get a refund? please help me

Sounds pretty daft to me.
Try phoning back and asking to speak to a supervisor and quote buyer protection as this definately IS NOT buyer protection.
If they still knock you back then you have 2 options.
1. Write a letter to the address the item was sent to and ask if they will forward it on to you.
2. If you funded your paypal payment via a card then contact your card issuer and see if they will chargeback for you.

Thanks man i will try that, when i was asking how does it make sense they kept saying it was usps fault not the sellers. Like how do they know that? regardless who's fault that was the item was not delivered to my door step, they said its a new policy so next time they say that to me should i say "could i see this policy? shouldn't it be in writing on the paypal protectiong agreement?" is that valid? they can't just make up a policy on the phone right? also how do chargebacks work? thats my last resort. i know you contact your bank and what not but how does the bank know it was supposed to be delivered to my address but it was delivered somewhere else? couldn't they say that's your address or something? very curious because i heard if you lose they're are crazy fees. please reply thank you

Chargebacks are normally done via a credit card company, they don't need details, you just state that you bought something and did not receive it and they request info from paypal ie tracking to show the item was delivered to you and if not the c.c. company award you a refund.
BUT if you paid via a debit card / paypal then a refund is not always guaranteed but contact your card issuer anyway and often they will do it even as a goodwill gesture.
But personally I would be hassling paypal first.

I've just contacted paypal as I made a purchase through mymemory.co.uk and selected paypal express checkout. Logged in and my wife's name was listed at the top of the delivery address along with the address of my kids school! I noticed and changed it before paying but could this be the problem you had? I have simulated a mymemory order again and when I tried to change delivery address in paypal express I was given many addresses including a local chemist as an option. If I log into paypal I can only see my actual address listed no sign of any other.
Suspect a flaw in paypals systems, how my address changed to that of my kids school we can't fathom as we have never payed anything to their school via paypal AFAIK. It can only have picked it up through autocomplete.
