I am unable to pay an invoice

I received an invoice from a friend as I couldn't send her funds because I kept getting an error message; however, I keep getting the same error message when I try to pay the invoice.  I tried both friends and family and service and got the same error message.  I also get the same error message when transferring funds from my personal bank account to PayPal.  I'm not sure what to do.

Do you have any limitations?

Does the funding source you have linked got available funds?

Have you confirmed all your funding sources with the 4 digit code?

Have you bought things before or new account?

Are there different currencies involved?

Are you trying to use funds in your paypal balance?

I’ve had the account for years. I have no limitations. I’ve used the same bank since I started. There are plenty of funds available in the account. I have no funds held currently in the PP account and we are both using USD. I’ve never experienced a problem using PP before, so this has me stumped.
