How to pay for shipping labels?

I tried to use shiplabel "create" today for the first time and after entering all the applicable information it errored out saying "Your payment for shipping cannot be processed because it exceeds your available balance. Please add a credit card or bank to your account for completing this label purchase. ERRORCODE-50023"

I already have a bank linked to my PayPal account but I thought maybe shiplabel needs something special done so I went to wallet and when through the process only to have it tell me I already had my bank account linked.  Soooo.... Now what?

I'm guessing the error message is poorly written.  What I probably need to do is carry a PayPal balance for this to work.  So I made a transfer but now I have to wait "3 to 5 days" before I can try this again.

I'm sorry to hear that you're having trouble creating a label. If you're trying to create a label with UPS, you will need to have enough funds within your PayPal balance to cover the cost of the label.
