Error message with "Learn More" about Premium

I'm trying to set up an instalment plan and sign up for the premium service but when I click on "Learn more" I get an error message. I've cleared the cache and cookies in Chrome and tried a different browser and my phone but no luck. I need to set this up urgently. I'd go with the "subscription" option as a fallback but I really need the instalment plan. Could you advise, please? Thanks in advance.
