Can't pay invoices

I can not pay an invoice I have been sent and I also can not get my invoices paid.  I have tried to find a resolution and my account is not limited.  All my details are up to date and correct.  This has been a known issue for months now and is still not being corrected.  Is there any solutions to this yet?  I have tried to pay directly from the email link and also directly from PayPal.  Neither works.
