Example could I use PayPal shipping to send my son a birthday gift which would not have been paid thru paypal?

If you purchased the item outside PayPal, like through 'Walmart' and want to create a shipping label for that item. Then, YES, you can use PayPal shipping for that. If you have further questions, please ask or rephrase the question you had.
