Using PayPal without card or bank account

Hi!

Can I use PayPal without linking a credit/debit card and a bank account?

Say someone sends me money to the PayPal account, and I will have that balance. Can I spend those money without the system asking me to add a card or bank account?

To pay for or buy something?
