Why did my dispute fail even though I didn't receive any service?

Hi,

 

I have recently lost the dispute and as a buyer, I felt that the outcome is very unfair.

 

I didn't receive any service from the merchant but the merchant won because they used their policy against me. I made a mistake of trusting the words from the freelancer but I thought that Paypal can overwrite their policy?

 

I have ALL the evidence to justify that after making the payment, the freelancer who was using the merchant site didn't want to deliver the project and I can't do anything about it.

 

Right now, I have lost the following disputes and it can't be appealed.

 

1) PP-004-921-141-056 ($4,400)
2) PP-004-921-145-494   ($3,700)

 

Not sure what can the experts can suggest me to proceed?

 

I have also filed a fraud case against that freelancer but it seems like it's not going to help me in getting back the money.
