Please Help me with my Problem

My problem is I have two accounts. 1st account named after me and the 2nd account named after my daughter which is 5 years old only. I had a 13,900+ Pesos balance in my first account (Mine) but sadly I was not able to have withdrawals to my ATM card, so I decided to send my 13,900 Pesos balance to my 2nd account (Named after my Daugther) sadly PayPal prompted that I logged on to a Unrecognized Device and ask some verification from my old Phone number which is I don't have access anymore. I want to use that money for my financial matters ASAP. Can anyone enlighten me on how to get my money back to my 1st Account so I can link another card (friend's help). My 2nd Account is now locked up and I can't even access the Contact&Help option and I am not able to Call the Customer Support because I am from Philippines. Please Help me, I need the money badly.

I hope Paypal would help me with this.
