I received an email and a message on my paypal account requiring me to submit proof of identification and proof of address. I did submit the documents but were not accepted as valid. They asked for another proof and I failed to submit them right away due to their few system glitches, yes. it is paypal's system issues. Later I found out, they placed restriction to my account. I was able to receive funds but not able to withdraw them. I contacted support and they were able to provide me the last resort to providing the documents they need to verify my account and it finally worked. It is best that you contact support to review your account. You can send them an email, just click this link https://www.paypal.com/us/selfhelp/home/ then click Message Center. Mine was finally resolved.
