I paid for an item I won on ebay, and my account says its completed, but now the seller says she cant access her account as its been locked, so can I retrieve the payment or is it to late, my bank account shows the money is still there, so has it gone through or not. I have spoken to the seller and believe she is not scaming me but don't want to send money via cheque until I am sure the money has not been paid.
If that seller cannot access their account. They need to contact PayPal in some way and have that money refunded back to you. I would not send another payment while one payment has already completed for the item to the seller. If you really need to and there is not other option. You can file a dispute/claim in the Resolution Centre of your PayPal account against the funds for Non-Receipt. We hold the funds and allow 10 days for proof of delivery or refund. Should we get neither the fund will automatically revert back to yourself. Good luck.
