I have been trying to 'Send Money' to buy goods from a user in China for the last 12 hours, but each time I try to pay I get the following error "We're sorry, but we can't send your payment right now.".
Anyone else experiencing this? or has any idea why this is happening and how I can fix it?

Yes, it's been happening to me - really frustating! It only seems to happen with ebay items I purchase. I tried to buy something on ebay and pay for it but this happened - so I went to the sellers external website and purchased the item that way - paid by paypal and it was fine. So it seems to be just ebay purchases that this happens with....
I've been getting the same error code each time I try to purchase anything from Microsoft. They tell me it's a paypal issue. I've called paypal several times and am told to try different things but nothing has worked. I can buy things from Ebay, no problem.
